Suggestion Title: In-game custom vote system
Suggestion Description: A system that event helpers and high ranked staff can create a vote with custom options. TinySlayer did this a while ago but it was made on the go probs.

Why should this be added?:
- Allows the server to decide what they want on the spot rather than going on a strawpoll link

What negatives could this have?:
- Literally none

Would be good for events as it could not only be used to select an event but select what weapon classes or vehicles are used for it.
