Police Suggestion Include more info in confiscation messages

Suggestion Title: Include more info in confiscation messages
Suggestion Description: Regarding the messages that all PD receive when someone confiscates an item:
- Include the officer's name
- Include the location
- Include the suspect's name, if confiscating directly from them (instead of a dropped item)
- Persist the message to the console (so we can look back and see who confiscated what and where)
Example:
Name Lastname has confiscated Suspect Lastname's AK-101 at Business Street (your reward is $978)
Name Lastname has confiscated a(n) Machete at Bank (your reward is $XXX)
Name Lastname has confiscated drugs from a planter box at Wood Cabin 2 (your reward is $100)

Why should this be added?:
- Increased accountability for officers confiscating
- Allows for officers to know where things are happening

What negatives could this have?:
(none I could think about)

Yeah add accountability, add it in the logs of tickets and etc given out. When people confiscate like multiple items at once it combines into one entry (such as a person with 5 different illegal items at once)
