Suggestion Title: Limit bank robber slots in comparison to cop slots.
Suggestion Description: At the moment, there is no limitation to how many bank robbers are allowed no matter how many cop slots there are. For instance, it could be 6am with 7 cop slots and 30 people on the server and there could be the maximum allowed number of bank robbers, obviously this isnt a fair matchup, especially considering that at most there will be 3 TFU on at this time. The layout of the bank is already raider sided anyway unless you manage to make your semi sentient pistol cops listen and not just run in.

Why should this be added?:
- Makes the matchup fairer
Crim mains will cry

What negatives could this have?:
- crim mains will cry.

What problem would this suggestion solve?: A heavily crim sided bank raid late at night.
 
It's essentially self-limiting based on stretching the money thinner with more people, we have had one million crim restrictions added for years now with nothing new to do, the last thing we need is more arbitrary restrictions with real impactful and annoying consequences, just to cover small niche cases
 
We already get like no money at all if there is no cops + high amount of bank robbers. 9/10 if ur robbing bank it’s cause ur on a raid timer. Let’s not nerf crim even more when crim is already dead
 
Why is the assumption that the matchup being made fairer is a good thing? With more people you are risking more and earning less this is already balanced.
 
So crims finally get an advantage on low pop for once? On high pop it’s 20 cops which is usually 6 TFU and a zerg of remy and pistol cops vs 8 crims, no point in change
 
What's stopping from cops getting off duty when they get black screen and then somebody else gets on duty and responds to bank raid?
 
Bank raiding is already one of the most boring and often useless activity to do on the server. All PD have to do is put anyone with a fraction of a brain to camp the exits and it's often impossible to do anything or escape, especially when combined with the Medics spam combat reviving requiring you to kill the same Cop 4 different times (self-witnessed - 4 times) or the cops you killed 10 minutes ago returning to the raid post NLR because you're only chance of not dying instantly is by going AFK for 40 minutes until the shutters rise (to then die).

I don't agree that it should be made worse than it already is just because of players at low pop. Equalizing the slots implies an illusion that the activity was/is in favor of criminals, and anyone who consistently robs the bank at any regular server pop knows how simple it is for PLPD regardless of how many robbers there are. The common expectancy when raiding the bank is that you will lose your valuables, most importantly a massive chunk of your time, and if you win, it probably won't even feel like it.

Can we please not forget the fact that as soon as a bank robbery is started a lot of the time quite a few people sign up or try signing up as PD to join in. Making a limit based on the amount of cops currently on-duty would be even more unfair than not changing anything.
