Suggestion Title: Living space above buisness shops
Suggestion Description: as all of us know, building above buisness shops are empty and have no use space, but it can be changed to small houses with space like trailerhouses in hicktown, this would allow more players to buy property's

Why should this be added?:
- more housing for people
- using empty space without big remodeling of a map

What negatives could this have?:
- buisness st can be blocked due to a raiding and shootout with police

What problem would this suggestion solve?: when server is 80+ people somethimes everything is sold out in a market, making it hard for player's wanting to craft/ make drugs to do so, with this solution we can add 7 aditional houses

This would bring shootouts more frequently to this general area which is not something we want hence why we neutered bazaar into a non basing and mugging zone to begin with. Given the space above these properties too, as is such an apartment would be very small which either means it would be impossible to base with a defense inside or unraidable if they did.

Since Bazaar is always full of people, random people would get involved into raids and stuff. The less shootings at the Bazaar area, the better I say.
There are way more better places where you could put purchasable properties.
