Description of the Bug: As dispatch I cannot speak to people who dial 911 on my phone without closing all of the menus and leaving my seat

How to reproduce the Bug: As a dispatcher
Sit down on dispatch pc
Receive a 911 call
Attempt to use x to speak with the caller

Time Stamp: Perpetual

Errors: None

Media: Can get if needed, but probably should be easy to reproduce

Think this is actually more simple

You can't speak locally while sat down as a dispatcher, regardless of if you're being 911 called or not
