Description of the Bug: CPL can give SGT's tickets (might be intentional, but it would probably be more logical if it worked the same as cuffing people)

If you’re cpl+ you can ticket chiefs idk if it’s intentional or not but it does let you then impound their cars if they’re wrecked which is useful after a highway shooting
