Lua Bug Report (Drug Dealer continues to respawn in the same location)

Description of the Bug: Drug Dealer continues to respawn in the same location

How to reproduce the Bug: I am not sure how to reproduce this or if it can even be reproduced, however approaching late night hours on the server the Drug Dealer continued to respawn in the same location. This happened three times in a row and I'm not sure if this is an intentional part of the code for when player numbers are lower.

Time Stamp: This occurred on June 5th 2021 after around 21:30 GMT.

Errors: There were no visible errors, other than receiving a text message from the Drug Dealer three times which showed him as staying in the same location.

I mean the location is randomly chosen every 2 hours, so its not really a bug, only bad luck
