Description of the Bug: If someone dies near the jails, you can arrest them and ticket them multiple times, resulting in an over 10k ticket

How to reproduce the Bug: In my case, I got a 28,5k ticket. So what happened is I got shot to death by gamingpeach right next to the door of PD cells, then callum byford arrested me multiple times which stacked to a 28.5k ticket, there was many years added but because I died and respawned I was not put in prison.
