Lua Bug Report (Planters doesn't return when speaking to NPC)

Description of the Bug: Planters doesn't return when speaking to NPC, Pretty sure this has been going on for quite a while now however I don't see any bug reports for this, I believe this is a bug report considering it should be returnable.

How to reproduce the Bug: Someone take shit out of your planters, try to goto City Hall NPC and try to return, doesn't let you?
