Description of the Bug: Police callsign re-assignment does not update properly on dispatch menu
How to reproduce the Bug: 1. Dispatch unit is in service
2. A police unit opens F3 and changes their callsign
3. The dispatch window does not update to reflect the changes, causing major confusion for the dispatcher
