Description of the Bug: Tooter account creation limit doesn't like deleted accounts
How to reproduce the Bug: Delete your old and cringe tooter accounts so you can make new ones, only to find out you have reached the limit even after rejoining.
Time Stamp: Today, 12:25, although this will probably happen any time to anyone
