Suggestion Title: Make planter boxes & chem tables unmuggable
Suggestion Description: Under 5.1, you can't steal planter boxes so this makes sense to change. This also should be applied to chem tables, basic planters.

Why should this be added?:
- Follows 5.1, prevents rulebreaks

I'm not sure what else is muggable that isn't supposed to be, I just mentioned what I knew of but you raise a good point

This would be a great addition. Even people who know the rules can make an oopsie. If i mug someone at 2am id fuck up definently.
