Suggestion Title: Mayoral Policy: Clean waters
Suggestion Description: A mayoral policy that removes trash (maybe kitty litter too) from the fishing loot pool. Not sure how much it should cost. Maybe the same as advance training? Loot table should adjust to accommodate this by maintaining relative frequencies of other items.
Why should this be added?:
More cool mayoral policies are always nice
Small occasional fishing buff
What negatives could this have?:
no idea
What problem would this suggestion solve?: Not really any specific problem, just adding more cool mayoral policies
