I have had the same problem.
Solution 1: Turn all your graphics settings up to high.
Solution 2: Uninstall any car addons that you may have and let the WorkshopDL install them for you while connecting to the server.
This should fix your problem, if not then i would recommend searching this up as you can find some solutions. It doesn't always come up with the correct solutions but its worth a try.
