Suggestion Title: New incident map icons
Suggestion Description: Replace the decade-old incident map icons with ones that convey more information and are easier to spot.
For example, custom bubbles with the incident number, a tail pointing to the exact location, and a colour that matches the incident colour in the menu (yellow for assigned, red for unassigned, dark versions of those for currently selected).
This could also be used to indicate new incidents by having them pulse or start with a halo that fades with time, or to grouping many closely related incidents into one bubble that can be clicked to expand.

Why should this be added?:
Declutter and improve quality of life for anyone using the Dispatch Map
Helps everyone to find incidents easier (hopefully) and distinguish between incidents without having to do trial-and-error clicking through each incident in the list
What negatives could this have?:
Opponent might argue that this could have the opposite effect and increase clutter? Any suggestions for improvement would be appreciated
What problem would this suggestion solve?: Lack of information provided by bubbles
