Suggestion Title: Notification of outstanding IA when going on-duty
Suggestion Description: When an officer goes on-duty, check if they have an unread statement request/alert on plpd.online. If so, a message box should appear on screen with something along the lines of

"You have been requested to fill out an official statement on plpd.online regarding an Internal Affairs complaint.

This can also be accessed on the plpd.online tab of the Police Computer.

View the statement request now?
[Yes] [No]"

Pressing Yes opens up an external link to the statement request or inbox message from the investigator. Pressing No closes the message box and does not remind the user about that specific statement request again.

Why should this be added?:
+ Notifies previously unaware people that do not check plpd.online often
+ Keeps newer officers in the know and introduces them to the system if they were unaware
+ Reminds the officer that they have a statement outstanding at a time when they likely have a few spare minutes to fill it out (playing cop on the server)
+ May improve turnover for statements being submitted?

What negatives could this have?:
- Obtrusive for players who regularly check plpd.online? As it is just one notification that only appears when a new statement request is made, I would disagree with this sentiment, though a toggle option in the menus could be implemented?
- Requires yet another plpd.online hook on top of the already sorta-broken police computer entries/ranks

What problem would this suggestion solve?: Newer or inexperienced officers who don't check plpd.online often missing complaints or statements on them.

I really like this idea. The majority of players do not have much of a reason to check plpd online so this would make a good addition. I believe it was suggested back when plpdonline 2.0 was still in early development but I’m not sure what came of the feature as the new site developed. It’s entirely possible it was just forgotten about due to how much work went in to the new system. Hopefully @Sindarin can shed some light on it.
