Server Suggestion NPC houses

Suggestion Title: NPC houses
Suggestion Description: To add to the aesthetic of the server. We should add NPC houses, these can be robbed but are mainly there to add to the server and make it feel more lived in.
Eg. Add 2 regals apartments that are always taken.

Why should this be added?:
- cool aesthetic

What negatives could this have?:
- none

What problem would this suggestion solve?: Server doesn't feel lived in

We don't want to take away from player ownable space, and are aiming to add even more to keep up with the large server population.
