Suggestion Title: PD stairs Bollard
Suggestion Description: Remove the PD Stairs Bollard.

Why should this be added?:
- escape tactics make chases more interesting
- cops have a chance against someone who rides over the bollard
- All cars can hit that rat strat now
- Does not put any pedestrians in harms way as people rarely walk in that area
- makes the city more fun to get chased in for everyone, including spectators l

What negatives could this have?:
- the rare occasion of a pedestrian being hit on accident
- Cop cars getting destroyed due to the janky fall damage of going down stairs too fast

What problem would this suggestion solve?: Players can ride over the bollard at enough speed coming up the stairs, this makes it super easy to just duck PD without much of a counter and takes the fun away from what was allowed before that Bollard was placed where both parties can chase up / down the stairs.

I honestly agree with this, Its one of the few places cop cars can fit through as well, instead of the dumb stuff at city garage where supercars fit through but police cars cant.

I have no plans to remove that bollard in particular, that staircase brings you down to road crew and it doesn't really offer a meaningful escape route, you have others in the city that are easier and make more sense.
