Suggestion Title: Remove car limit when non vip as delivery driver.
Suggestion Description: Will allow both users when on duty to spawn a delivery truck. If it allows both of you to go on this job you should both be able to actively do it. It seems more of a bug but I am not sure!

Why should this be added?:
- Will allow both vips and non vips to have a truck out.
-Will allow both users to do there jobs.

What negatives could this have?:
- None that I can think of.

It's the base line beginner job basically for learning the map and etc. It needs to have everyone having their own vehicle so it makes sense.

VIP can always spawn the cars when @Madda is breaking things
