Server Suggestion Remove "Changes made" broadcast

Suggestion Title: Remove "Changes made" broadcast
Suggestion Description: Remove the broadcast saying "Changes have been made to the city, you can see them in the City Info app on your phone." which occurs every time the mayor changes anything about the city.

Why should this be added?:
- less spam. If people care about changes to the city then they can check the app on their phone, the whole server doe

What negatives could this have?:
- i cant think of any

Broadcast is there to notify everyone of changes, it's on a 30-second timer right now. So it will check if any changes have been done within the last 30 seconds, and if so it will send a broadcast. I'll see if it's a good idea to maybe make that every five minutes, but it's not getting removed.
