Suggestion Title: remove locations
Suggestion Description: bank robbery contractor give you drill behind bazaar where all cops can see and metagame. Any other locations that are in broad daylight can be abused by cops, please remove this so cops don't just power game and meta this then camp at bank waiting for robbery to start on purpose.

Why should this be added?:
- stop abuse
- at least give robbers a chance

What negatives could this have?:
- nothing i can think of.

What problem would this suggestion solve?: meta gaming, abuse and powergaming.
