Suggestion Title: Revert drill update
Suggestion Description: Revert the drill update that magically removes the drill if there's no one in the vault room. Make it so it disappears once there's no one left in the bank robbery.

Why should this be added?:
- there's no reason the drill should disappear if the bank robbery is still active, police can just confiscate it anyways if no one is protecting it and there's no active shootout
- it already jams, which requires you to check on it regularly but at least you're not stuck to a single room inside the bank

What negatives could this have?:
- none, I don't see a single good reason why it should disappear if no one's guarding it

Not entirely sure why this is even a thing. Not realistic, not balanced, just annoying and unnecessary.

Even as a cop main I feel as though this update just makes the experience more liner and less fun for everyone

Make it so it stays on the vault until its finished, even if the bank robbers are dead. The drill is seizable by police
