Suggestion Title: Remove suggestion title timeout
Suggestion Description: Remove the 180 second long timeout that prevents you from re-submitting the 'Create a Suggestion' form after being warned that your title is too long.

Why should this be added?:
- Unnecessary, it doesn't prevent spam
- Ease of suggestion posts - don't have to wait 3 minutes after being one character over the limit

What negatives could this have?:
None; perhaps someone can raise one here?

What problem would this suggestion solve?: Having to wait 3 minutes for no reason after trying to post a suggestion whose title is too long

It is annoying having to wait a unnecessary amount of time because you tried to submit a post with a title that exceeds the limit, spam is easy and rare enough to deal with if that were the case

I think that removing title character limits would be bad because then titles would be too long
