Suggestion Title: Remove the ability for police to lock bank vault room door
Suggestion Description: For some reason you are able to lock the door that leads to the underground vault room, this should be removed as players shouldn't have to break into the bank to access the room in a bank raid.

Why should this be added?:
- Fairer bank raids

What negatives could this have?:
- N/A

What problem would this suggestion solve?: Criminals having to break into the bank just to start a bank robbery

I mean they would have to crowbar a door just to get in which I feel is a bit unfair

Lockpicks also work on the door, the problem is that 90% of the time, PD gets alerted before the shutters close, either swiftly ending the bank raid or extending it a mere few seconds until everyone dies. As long as no PD enter through shutters, the bank raid usually lasts longer than 10 seconds.
In V5, no cops had keys to bank, making this an actual thing just means bank raids are PD sided, and still are.

The only thing I would 100% support is letting PD be able to lock the interior door to the back, the office room or the upstairs overlooking the lobby, otherwise it makes too unfair.

This is intended and part of the balancing of the bank raid.

There's a chance you can alert police earlier and if that happens and you wish to delay the shootout you can always run as the automatic warrants have not been set yet.
