Event Suggestion RIOTS

Suggestion Title: RIOTS
Suggestion Description: very simple players can riot in diffrent areas blocking traffic and the police no matter the rank you can gear up for a riot giving he pd a: handgun taser and pepper ball guns for every pd no matter the rank pepperballs will make your screen red and make you cough also making you slower AND RIOT SHIELDS!!!!!!!!!!!! GAS MASKS!!!!

Why should this be added?:
- fun

What negatives could this have?:
- TFU would only have pistols if a crimenal pulls out a smg were fucked

What problem would this suggestion solve?: stronger pepper balls

I like the idea of a pack of players being able to protest a thing they are unhappy about, without getting in trouble with staff members. But i think this needs more depth to it rather than just adding pepper balls and riot shields.
It could also be a really fun event occuring every once in a while and the biggest example is the V5 riot, it was a really unique and fun experience for me and my friends, shame they had to shut it down because it's against the server rules.

The riot itself wasn't against the rules rather just killing random people for fun

Nothing in the rules expressly prohibits rioting anyway. Riots and protests are fairly common on perp in my experience, it's honestly impressive how organically they can spring up as well. Get a crowd of people at PD and if one cop does the wrong thing chaos will follow. In terms of giving cops more equipment, I think the tools they have now is enough, it's more down to disorganization that you don't see a realistic police response. Don't get me wrong, I'd love to see the beanbag shotgun eventually come to fruition, as well as the multi-shot taser so we can see more less-lethal options for police, but still.
