Type of bug: Unable to start a persons vehicle
Description of the bug: Not sure if this is meant to be a bug report or not, I robbed 2 cars recently after using many crowbars and I was unable to start their vehicle due to them not paying a ticket, is there a way of getting rid of this implementation whilst robbing a car because its not your problem if they haven't payed the ticket?
How to reproduce the bug: give someone a ticket, then proceed to crowbar their car and it wont let you start it because they need to pay it.
Time stamp(s): Around 20:00 Yesterday it wouldn't let me start the vehicle.
