Unless you can prove the mini broke a rule the money will not be refunded. Seeing as this is not a bug.

You know why i didn't see the mini? Because is was behind the parked car. When i came there he turned around.

Like @Walker and @arron/faith have said, it is no bug. It's your own fault for driving fast enough to inflict damage to the car. You should have been more careful.

The car that was in the middle of the road was mine, It was destroyed and It was not in the middle. It was on the lane apostate of you. When I was driving you swerved onto my side of the road and crashed into me. Making it valid, I know it sucks loosing that much money but that's what happens in role play.

An RR is only for if you've lost anything while someone is ''breaking the rules'' while doing it. If its not a valid reason to kill you etc. for an example ''i see you infront of the PD and then me as a police officer just kills you infront of PD and picking up your gun for good money'' That is a valid reason to make a Refund Request. Because then you have been RDM'ed and you should get your gun back in that sit , so the admins will tell you to make a Refund Request.
I don't really think this RR is really going to be accepted nor is it valid because , there is no rules broken, but there is LAWS that are broken and that means its not valid to make a RR. Because everything happen within the rules and roleplay. So its perfectly fine, the death isn't RDM or failRP etc. And the loss of your car, sorry for that but yeah.
