What determines if a player is new And what stage ends that?

Since there's a bit of confusion regarding this as a whole I'll try my best to clear it up a bit.

''Generally speaking, players are not allowed to excessively negatively affect the experiences of other players while playing on the server. For example intentionally mugging and targeting new players, destroying a number of valuable items in a store should only be done under certain circumstances, and more so as a last resort; specifically, reasons such as product prices, a ‘basic’ distaste towards someone within the store, grossly disproportionate methods to quell competition, etc, are not typically acceptable.''

Before I start it's important to note that the rule itself hasn't actually changed, this new player thing is just an example that was added. Specifically targeting a player with the overt intent of impacting their experience on the server in an excessively negative way always has been against the rules, this example was just added to make it more well known. With that noted it is not against the rules to mug sweatervests now that statement may seem completely contradictory to what I just said but if you read carefully you'll notice the word 'targeting' makes a big difference. Targeting a new player in this context means specifically seeking out new players as prey for muggings or other negative acts, it is up to an Administrator and their discretion in the situation to decide whether or not the new player was being targeted or was simply an unfortunate coincidence. Distinguishing whether or not a new player is being targeted can be done in a few ways, e.g. if the accused has mugged new players previously and/or at a high frequency.

With regards to what defines a 'new player' that'll most likely be left up to discretion as a specific definition could potentially be counter-productive. However as a tip i'd avoid being out to get grey jumpers and red mini coopers and other obvious indicators.

If you have any questions regarding this or any other rules feel free to PM me.
