Have SCAMBans show the IC name of banned users

Why should this be added? (pros):
- Help for ban appeals for long time bans
- We can see if cheaters who are banned are people who recently killed us, allowing us to make RR's easier
What negatives could this have? (cons):

Fairly sure they don't accept refunds for this

The only Times we accepted RRs were When we caught hackers on the spot in a raid Or so, i dont know How it is now but the reason Why we didnt before is Because we couldnt Tell if They did cheat before we caught them
