Suggestion Title: Speed camera incident
Suggestion Description: Automatically generate an incident when the speed camera is placed.
The incident could include:
-Location of the speed camera
-Direction of the camera
-Time of placement
-Unit or name of the officer who placed the camera
-Last three caught speeds <- Optional, maybe not possible

All units can then join the incident and start receiving the speeds caught by the camera until they unassign themselves.

Why should this be added?:
- An additional officer can join the camera operation without much hassle
- Dispatchers get a neater overview of the actual available units, as they can still delegate them away
- Officers can see who else is assisting in the camera operations; if they unassign for traffic stops, show availability
- Officers not involved can still see their current operations easily.

What negatives could this have?:
- More incidents in the list
- People accidentally closing incidents

What problem would this suggestion solve?: - Mega units
- Less availability of the camera
- Location and operation of the camera are known to more officers
