Suggestion Title: Startled NPC Audio
Suggestion Description: When an NPC is startled to duck in fear, they should make a sound to pair with the visible fear.
For Example, When the Alarm for the bank gets triggered, the Tellers to the bank duck in fear already. I think they should also give a verbal feedback when the alarm pops where they say a scared voiceline.

I found that the CSS_Game_content using the sound>hostage>hpain would work pretty well in being reused as a scream to indicate being startled or frightened. Listen for yourself:

We also can have sounds from Half Life 2 citizens. Here are some of my top picks:

Last approach is having people volunteer to make custom voice-lines, but this is pretty unlikely as it does take actual work and set up.
Overall any one of these approaches or a combination of them feels satisfactory to improve the game-mode in a tiny but very impactful way.
Why should this be added?:
- Immersion
- Makes the world feel more alive
- Pairs nicely with the visual reaction of the NPCs we have already
What negatives could this have?:
- CSS Compatibility. I remember learning that PERP does not require CSS to function so relying on Half life or CSS content may cause that trouble. I am not a gmod developer so I have no idea.
What problem would this suggestion solve?: Making the NPCs have a voice when they're frightened.
