Have you tried turning it on and off again?

Might seem like a troll answer but try closing steam through your Task Manager. That might fix it

Happens to me when I tried changing accounts I just restarted steam and it was fine.

I had to uninstall and reinstall steam but that’s a last result

I had this loop bug while on the Steam beta when the re-design came with the fancy QR code login. Remove Steam and it should fix itself, opt ouf of Beta while you're at it.

You mean like uninstall it right?

You can essentially just remove everything in your Steam folder except for steamapps (your games) and steam.exe itself. Run it after deleting everything, it will do the rest and re-install.

Big thanks to @Creepis and @Poppy Duncan for the solution to fix the problem, and @Dank and @Jack Bruhross who's advice also came into play.

I fixed this by:
- Deleting all my steam files, except for userdata and steamapps.
- Reinstalling steam
- Replacing the stock userdata and steamapps with the one from my old steam folder.
