Police Suggestion Traffic on the employees tab

Suggestion Title: Traffic on the employees tab
Suggestion Description: Change the ‘RTU’ division tag to ‘Traffic’ when browsing in service employees on the police computer.

Why should this be added?:
- Consistent with the name on plpd.online’s employees tab, encourages people to use the clearer name instead of the acronym in radio comms, and is more consistent with units in patrol whose tag is just ‘Patrol’

What negatives could this have?:
- none considering this is already in use on plpd online

PLPD personnel who are a part of the Road Traffic Unit will now be labelled as 'Traffic' as opposed to RTU on the F3 Employees Tab to be more consistent with branding elsewhere.

This will go live tomorrow.
