Server Suggestion Turn off propane tank on server restart

Suggestion Title: Turn off propane tank on server restart
Suggestion Description: If propane tanks are active at a chem table whilst the server restarts, they are back on automatically, this is to suggest they get turned off

Why should this be added?:
- Stops potential meth explosions that is way out of their fault
- Stops propane tank fuel being wasted

What negatives could this have?:
- There isn't

What problem would this suggestion solve?: People potentially losing their stuff over server maintenance

I remember back in v5, server crashed randomly mid day and me and @Sarah Mushroom where cooking meth.

I load back in and shes still loading next thing I see is her appear infront of me for a second and an explosion which caused a fire which somehow burnt out my chem table aswell?

This is kinda needed tbh, 0 downsides for the rare time it happens when your cooking meth. Lost 2 kitted scars that day, 2 chem tables and 2 batches of meth + 4 planters for no reason
