Map Suggestion Propane Exchange and/or Propane Fill-up at Gas Stations

Suggestion Title: Propane Exchange and/or Propane Fill-up at Gas Stations
Suggestion Description: American gas stations commonly have propane exchange and/or propane fill-up stations that allow customers to fill up empty tanks or exchange their empty tanks for full ones. This suggestion adds those to the existing gas stations on v6.

Why should this be added?:
- We have refillable water jugs, so it only makes sense for this to be added
- Realistic
- QoL, this is much more convenient than having 1000 empty tanks in storage and having to sell them back

What negatives could this have?:
- Sunk cost in empty tanks (unless you exchange for free or reduced price)

What problem would this suggestion solve?: 1000000000 empty tanks in storage where you can only take 20 out at a time

I can refill propane at convience store, gas station, walmart, costco, boat stores, hardware stores, and i swear i've seen a fast food place do it once in a rural town. There is 0 reason this shouldn't exist.
