Why were you punished?: 2.5 and 4.1 - Shot an unarmed civilian without justifiable reason

Why should this appeal be considered?: 2.5: I do not believe any excess negativity here was used, never once had I insulted or disrupted their gameplay ¹

4.1: This is largely where the footage taken comes in. It was claimed I had acted unlawfully, however I do believe that I was in the right at the end of the day. 4.1 Ruling itself is already very vague, and the issuing moderator did not cite which laws were broken, but I can only assume Section 4 of the laws. In the footage it is seen me arriving and being given information and player acting in ways which would justify my actions. ²
Furthermore, the PLPD policy of Use of Force Continuum a3 a5 and a6 all supported escalation to deadly force³

Additional Information: ¹ - I had given the player multiple chances to stop and surrender, not firing until AFTER they had called 10 toes and ordered others to take my life. What I suspect here is an act of vindication, as the user was in active violation of 3.4 and did result in a 3 day ban on their part, which since I reported would make them vindictive of me in retaliation. I try my best to avoid all insults and extra negativity in the server because while a conflict was going on, I did not want to escalate things further.

² - I was arriving to the scene in response to Life Alerts happening in Bazaar. Upon arriving on the scene a high-ranking Paramedic (who I also knew was a higher ranking Officer from previous encounters) informed me that the player had shot someone in the head, then threatened the EMS's life. This statement from a highly trusted and experienced government employee, with the occurrence of Life Alert alarms led me to believe without a doubt the player was dangerous and had committed multiple felonies. In the footage a chase ensues which I issue multiple times verbally to stop or they would be shot and it was not until after they called to violence against me that I had resorted to deadly force, even ignoring the initial player telling me I HAD deadly force allowed.

³ - Threats of serious harm were made (Player calling out 10 toes multiple times and to kill me. If 10 toes is enough to lockdown the entirety of the Police Department for minutes at a time, then I believe it holds similar level to a terroristic threat "or similar""), a5 stating, " When deadly force reasonably and justifiably appears to be necessary to apprehend a subject in their escape: that, without any doubt committed a serious felony" which with standing evidence upon arriving, made me certain Murder had been committed along with threats to others life, with the player outrunning me, and just recently joining the PLPD I did not have a Taser, other means of apprehension were unfeasible, and following a6 where I had drawn the firearm to simply control the situation to try and get compliance, but failed to do so with the player instead fleeing. All of the above should give a justifiable reason my firearm was used.

When other officers finally arrived only then did the player surrender, and immediately try to accuse me of shooting for no reason, along with many other disorienting claims of IA and Staff reports. When arrested it was shown the suspect did not have their weapon on them, however this is because seconds before arriving on scene, they had dropped the weapon in a shop which another player had picked up for them (Footage can be retrieved from demo, but I do not have on hand). There had been no indicatives that the player was no longer armed when arriving, as the weapon used was concealable to begin with (revolver)

This had all occurred during my first shift as a PLPD where I was serving for more than an hour, and I had not known any other officers to request ridealongs with. I am now much more aware of what an Officer could have done instead, for example, the nightstick has no information anywhere that informs that it slows players when they are hit, and without the experience letting me know that, I was fully convinced the player would outrun me and not be able to be apprehended. I also have since been taught how to bind keys to yell commands in chat in addition to giving them verbally, to provide further proof and evidence of orders and de-escalation being attempted.
While I understand "being New" is not an excuse I still believe it is vital in helping relay understanding and sincerity. This warning had resulted in me getting an automatic 30 day Blacklist from the PLPD which for what I believe is justifiable, and if not, an honest mistake, is an unfair punishment to someone wanting and willing to learn. The shifts after this incident I had done exclusively ridealongs with higher ranking officers so I can understand exactly what to do and see policy and rules in actions rather than going with new player instinct, however the day after I was blacklisted, which I had not played again until today, so just finding out about it. I was already taking steps to prevent further cases of tricky situations like these happening again.

Thank you for taking the time to read and consider my long winded appeal. I have really enjoyed discovering this community and hope to become a better player every day so that appeals are not even necessary.
