Description of the Bug: PLPD.online chat message isn't in sync with local time

How to reproduce the Bug: Not sure if this is intentional but for me (living in the UK), the timestamp of a chat message in the PLPD shoutbox has the wrong time and should probably be done locally to avoid confusion?

Shoutbox and promotion time stamp zones, and maybe some other things, can be changed manually by pressing the settings button on the top right. You’re probably having this problem because the website doesn’t automatically account for daylight savings so you’d have to manually set it to GMT+1 for BST

However, there do seem to be quite a few time stamps around the website that are set to GMT+0 no matter what you change your time zone to which can be somewhat confusing so it would be nice to have something more consistent
