I prefer Air Cooling so go with a Noctua NH-D15 if your case is big enough.
Alternative: BeQuiet Dark Rock Pro 4

Liquid Cooling/AIOs mostly suck anyways but if you have a small case where you can't fit a beefy air cooler go with a Corsair H150i
Alternative: Kraken X62
I recommend swapping the fans out with Noctua fans if you wish. They're more silent and have superb airflow compared to the SilverStone's I had.

Use Noctua NT-H2 for thermal paste, Thermal Grizzly Kryonaut is also really good.

It's not overclocked atm but I'm probably going to overclock it in the future.

85C max temp peaks with intel's tuning benchmark, all cores at 5Ghz with max boost and BeQuiet Dark Rock Pro 4
Try to keep voltage as low as it goes without crashing, that's the key to low temps

you didnt specify your price range, but a good bang for buck cooler is Hyper 212 EVO
if you're a mildly autistic SCP you'll listen to @Creepis ooga booga advice
it's like Noctua is paying him to say this shit

I'll have to disagree, it isn't good enough for an i7 9700k so it's definitely not good enough for an i9 9900k
