From the video shown its clearly valid that they mugged you in a public place breaking rule 5.1 and 6.3 as well due to the fact there are two NPC's in the area that could have seen them so this is valid and you should get your items back also I don't know if it's been sorted of not but I recommend you make a Action Request for this user as well.
