Description of the Bug: Cops pick bobby pins up instead of confiscating them when you pressing E

How to reproduce the Bug: Civ drop a bobby pin. Cop press E on Bobby pin, Bobby pin goes to inventory instead of being confiscated and can now be equipped and used.

This is technically not a bug as Bobby pins are not illegal, I have made sure they cannot be used by law enforcement a few weeks ago to prevent abuse

True, but it's weird being able to just snatch them. Especially since bobbys are obviously only used for crime, I think you should be able to confiscate them.
