Suggestion Title: Make LOOC available when dead
Suggestion Description: Like the title says, make the LOOC feature available when dead or uncouncious.

Why should this be added?:
- When you want something to discuss or have to say something you can.

What negatives could this have?:
- Maybe bitc*ing in looc when someone got killed when he had a bad aim?

What problem would this suggestion solve?: Annoying when you really had something to say OOC when uncouncious.

This was a feature before, but was removed due to toxicity, wouldn't mind it back but would have to see how it goes

Already get enough bitching in f6's, don't need more in looc. Also it's good to have this to prevent metagaming after death

I disagree with this I feel like this would get abused to much like for example someone dies in a raid they then type in looc the person that killed me is on the left behind the barricade just feel like this would be abused way to easy
