So say I’m in a car, bing chilling, and someone gunpoints me to get out of the car, the engine is running, can I drive off?
 
Solution
You must reasonably have a chance of survival, if you start driving and the person would open fire, he would realistically hit you through the window. If you are already in motion you have a higher chance of avoiding said bullets. Though motion does need to be of significant speed. Going 5mph with popped tires is not valid. But already driving 15-30 mph and still accelerating is fine. If you were to hit a wall/pole or other object, causing u to stop, then you will still need to comply.

There is also a difference between a mini cooper and a mazda furai, if you are driving 10mph with a mini, stop.
If you are driving 10-15 mph with a furai, then yes.

Its mostly up to discretion of the staff member looking into a situation, but the above...
No, you may not drive off if you are under gunpoint in a car and you don't have cover, but to my knowledge if you hop out and you have cover and a chance of survival you may try to resist against the shooter. Like in this diagram I made: Person 3 and person 4 can get out and pull a gun in this situation.

Just a note to extend this answer and prevent someone misunderstanding - 3 and 4 can get out and pull out a gun only if they have sufficent cover behind the car that entirely hides their body from gunpointing person perspective - in some situations with lower cars and uneven terrain even when crouching you still might not have sufficent cover.
 
I always treat it as if the car is your normal character but Transformer and you need to be able to get ur car around cover fast enough as if you are being gunpointed in slums apartments and you can run inside quick because of distance, for example
