Suggestion Title: Allow sergeants+/ems to upload partial DNA.
Suggestion Description: As a sergeant, there has been several occasions where I've been trying to get DNA off a body, but just don't have time, or the EMS don't listen, so I think it would be a cool feature to allow EMS/sergeants+ to upload partial DNA to assist in investigations where we don't have a clear suspect. Perhaps make it so you can only upload if the name is 75% complete, and make it so you cant view the face of the person in the DNA.

Why should this be added?:
- To assist officers in investigations in which EMS/sergeants don't have time to revive and get DNA.

What negatives could this have?:
- Newer officers might start charging people for crimes without clear evidence.

What problem would this suggestion solve?: Having insufficient to get DNA and revive.

Without 100% clear evidence it would be very hard to do your due dilligence. Partial DNA would lead to many officers just charging the person anyways, which would just result in an innumerable amount of supervisor situtations and IA complaints ontop of what's already going on.

I don't feel like the amount of work required on the code and the process of implementing the policy would be worth the little bit this would help. I've never really had an issue gathering the necessary evidence in 11 years of playing PERP.

This is like that for balance reasons. If you want the DNA, you need to commit the time to get it fully leaving you exposed in the meantime. It's also why it takes much longer for Police than EMS to get the DNA. Also keep in mind you can click on the suspect's name, even if only partially revealed, to copy to your clipboard. I'm unsure of the legal weight of a partial match, though. Contact the Policy Board if you want them to publish some guidance on this.
