Suggestion Title: Automatic Dispatch Message for Warrants
Suggestion Description: Whenever a new warrant is added there should be an automatic dispatch message announcing it. Similarly to "an armed civilian was spotted at X"

Why should this be added?:
- Officers oftentimes forget to announce a warrant was set, or they simply don't care to announce it
- Would be an intuitive and a consistent way to alert officers of a newly set warrant
- Stops Collier from asking if warrants were set whenever he's on EMS

What negatives could this have?:
- It could contribute to spam in the government chat at times

What problem would this suggestion solve?: This would prevent officers from alerting civilians around them when they announce the warrant in /gov or radio.

Lil man im out here carrying the pd on my back with @teby whilst ur being odd. Anyways this would be a great suggestion as sometimes warrants can be overshadowed by incidents ongoing and them maybe forgetting.

this would unironically be less spam than "An armed civilian has been spotted at Gas Station" like bro, which fucking gas station are you talking about

the only thing i'd add is to make the messages differentiate between questioning warrants and arrest warrants, and it should probably announce the removal of a warrant too while we're at it
