Suggestion Title: Mayoral GPS tracker to prevent hide and seek
Suggestion Description: A mayor gps you would buy it from the drug dealer and it updates the location it points to every 2 minutes.

Why should this be added?:
Lower Time that the server is at 25% tax and red policys.
Force The mayor to hire SS if he wants to have high tax etc.

What negatives could this have?:
Make it too hard for the mayor to have a high tax or red policy

What problem would this suggestion solve?: It is currently far too easy to just hide as the mayor with high tax etc. there is near 0 counterplay to this method and makes it incredibly annoying to buy stuff for prolonged periods of time.

I think this should be implemented in the way of a one-time purchase from a phone number just like the Chop-Shop mission once every hour you could purchase a Mayor tracker/Mayor location reveal with a fee of 10-25 thousand

As frustrating as it may be if the taxes are high; I don't think adding a mayoral tracker makes sense in roleplay. I also do not believe it adds to the experience of players in any meaningful or beneficial way to justify the resources.

Technically speaking, the PD can see the mayor's location when they press the panic button, but that's a bit different. That's not public information.

As we know the drug dealer is incredibly well connected and able to tell orgs bank vault capacity why do you think it's such a stretch to have a mole at city Hall.

Also the way it adds to the player experience is actually being able to buy stuff for a reasonable price for hours. Its actual counterplay
