Description of the Bug: TFICs Don't Get Suppressors on the M16 in Heavy Gear

How to reproduce the Bug: TFICs in heavy gear do not get a suppressor on the M16 whilst in heavy gear. However, they do whilst in light gear. Probably an oversight.
