Suggestion Title: Remove Chem table from reciving leaderboard xp
Suggestion Description: getting leaderboard xp is stupid currently, its all about who can do more drugs, and not really as fun as it was before

Why should this be added?:
- leaderboard xp is extremely easy to do with little to no risk
-making combat more dominant in leaderboard xp

What negatives could this have?:
- people who only base will not be happy

What problem would this suggestion solve?: making leaderboard xp more fun to get

There is literally a section for combat pvp if that's what you care about

leaderboard doesnt really show much of skill etc, its literally about who can base the most
you get around 200 leaderboard xp per chem table of coke which is well high when you only get about 25-50 per cop killed
there is pretty much 0 risk in basing but raiding its a large risk, you should be gaining more xp from raiding

Leaderboard is changing, overall will be deleted and orgs will fight in each category individually

Rewards will be adjusted accordingly, no more problems with balancing the different categories
