Suggestion Title: Designated spots for low value packages
Suggestion Description: Orders under a certain amount should be sent to designated spots, like when there is no PPS (keep this as an option maybe, but don't force PPS to deliver them.).
A lot of shop orders now are 20-40k meaning I can make 2-4k from a package vs maybe 100$ from some of the smaller player based orders.



Why should this be added?:
- In many cases PPS doesn't have a salary meaning they only get a commission from the packages they deliver.
I think because they often don't get paid to do a job they should do what profits them the most.

Tilin said we are forced to deliver ALL packages even the shitty ones, I know basically no PPS driver does that. So either changed the rules around it or implement something like this.

What negatives could this have?:
- Some players not getting their packages.

What problem would this suggestion solve?: It's a job, we're there to make money. It's like driving around the entire map delivering a piece of candy to someone sometimes.

i just don't do em, or i do them out of courtesy and let them know that people tend to deliver higher-value bulk packages

i like this suggestion. having the option to deliver to a specific NPC, especially when there's an unreliable courier OR if I don't want it delivered to the base, is a great call

4.6 Taxi Driver and Courier​

If you are a Taxi Driver or a Courier, you must always do your job to the best of your ability and not attempt to exploit the job for personal gain. You must also always follow Sections 6, 8, and 11 of the Penal Code.

We constantly get reports about Couriers being AFK, just to find out they're not taking packages out.

It's already a high-paying job as is. It won't kill you to do smaller orders too, so instead of putting the responsibility to pick up your own packages, preventing too many orders from spawning should also be a thing, so you don't get to pick and choose.

Either that or increasing the size of slots in the van, but at a slightly lower money output. Or even 2 "smaller" slots.
