Question regarding 3.4 and the bazaar.

So, this is a situation I have faced several times and never really know how to deal with properly. I am crafting stuff in my bazaar store's backroom when suddenly there's a big shootout outside. I don't know what and where it's going on, whether taking the back exit or the front one is safe, or who is involved with what. The rules specify I should flee from shootouts, but in most cases staying hidden in my store behind cover seems to be much safer than going out and praying I don't get caught in the crossfire. Is that a valid approach? Any tips on how to react when this happens so I do not break the rules? Thanks in advance.

Yes, that is a valid approach; you should simply remain in the back of your shop where it is safe.

You aren't in violation of rule 3.4 just because a shootout happens to take place outside of your shop. Primarily, you should refrain from actively entering, spectating, or remaining in the direct vicinity of a shootout.

Solution
As @steelo said, your suggestion is correct. Think of it as having three options depending on where exactly you are:
  1. You are already in the back of your shop when the shootout starts. Stay in the back of your shop.
  2. You are in the front display area of your shop when the shootout starts. Run into the back of your shop.
  3. You are in the Bazaar Walkway when the shootout starts. Flee to either the nearest Bazaar exit or into the back of any shop, whichever is closest.
