Suggestion Title: Hate-Speech Law
Suggestion Description: New law
- 10.4 Hate Speach
Any person who purposefully uses discriminating language against specific groups of people commits an offence.
(the definition will definitely need to be changed, I'm no linguistics expert)
I suggest 4 years and 4k fine.

Why should this be added?:
- Lets cops arrest people who use slurs or are just being extremely discriminatory.
- Easier to prosecute people who really should be in jail

What negatives could this have?:
- Similar to 10.1 (but also is more clear)
- dev time
- abuse of the law

What problem would this suggestion solve?: Lets cops arrest people who say slurs or are just being incredibly discriminatory while they're waiting for staff to deal with the report. (a lot of new players just come in and spam slurs)

Rule 1.2 already covers this. Clip it and the person will likely be banned.

If someone is repeatedly using slurs, as Tarone suggested, and you jail them for 10m, I highly doubt staff will bat an eyelid and punish you for it.

I understand this, but I feel its much easier for everyone (especially newer officers) if there is a set law for it. I don't feel like it should be up for the officers to break policy just to properly punish a person who is breaking server rules.
 
Isn't this covered under 10.1? Especially if it is repetitive like mentioned in this thread. People should not be jailed for a single heated insult (within rules) which most likely will happen with the introduction of this law due to powertripping PLPD members.

10.1 Causing Harrassment, Alarm or Distress​

Any person who engages in persistent behavior likely to harassment, alarm, or distress commits an offence. This includes repeated and severe verbal abuse, persistent unwanted contact, or causing public disturbances. Any person who pursues another in a manner likely to induce fear of violence also commits an offence. General insults, criticism of government employees or institutions, and non-threatening remarks do not constitute an offence under this law.

Misdemeanor - liable to 4 years maximum imprisonment and $3,000 maximum fine.

It kind of is but isn't said specifically. I also feel like hate speech is a bit different than 10.1 and thus should be subject to harsher punishment.
